In my opinion, there oughta be a law against bagpipes being played indoors. They’re deafening. But back in the 1970s, you couldn’t get elected in Chicago without bagpipes. These were members of the Shannon Rovers, a Chicago tradition. They were kicking off the festivities at a Neil Hartigan political rally at St. Andrews Greek Orthodox Church at Hollywood and Sheridan in Edgewater (which was considered part of Uptown at the time).
