This is a red-tailed hawk that had caught and killed a possum. Before it started feasting, it covered its eyes with a nictitating membrane to protect them from possible scratching by the prey. The membrane is whitish and forms an inner eyelid in birds. It can be drawn across the eye to protect it while still letting the bird see somewhat.
