There’s an old saying from the Army. “If it moves, salute it. If it stands still, paint it.” Judging from all the graffiti in Uptown, this wisdom was not lost on the teenagers here during the 1970s. Graffiti was everywhere. By the way, the Army did a brisk recruiting business in Uptown. Vietnam was winding down when I first started photographing here, but they still needed lots of recruits. The Army was an easy way out of a life of poverty and a ticket to regular meals.
