Chicago’s Uptown neighborhood was filled with Latin Kings in the mid-1970s. The neighborhood also took the prize for Litter Kings. This stairwell was filled waist high with litter. Such litter existed everywhere in Uptown during this era. Its constant visibility helped to depress property values.
